SECTION 1. Congress shall make no law respecting a definition of marriage, or prohibiting the free exercise thereof. The people shall have the right to practice marriage as a matter of religion and civil domestic partnership. The protections afforded to religion by the First Amendment shall apply to marriage.

SECTION 2. Congress shall have the power to make laws regarding domestic partnership for matters of pertinence to the federal government. The federal government shall recognize domestic partnership only to the extent to which Congress has passed law, and the President has signed such law, regarding domestic partnership. The states and the people shall retain all other rights regarding domestic partnership.
